I installed Morrowind Overhaul 3.0 Mod, it has MGE utility in package which run Morrowind at DX9 and MSTrAA is working now. Update made my games to go from FPS 150+ to FPS 30.

Wyre Mash is basically an install that makes it much easier for you to put mods into your safe without them crashing or having issues with the installation process.
